I didn't know that the design documents from actual retail games were so hard to come by, but if Gamasutra says so, I believe them. You can check out the full design doc for Play With Fire -- originally pitched as a PS2 game called Fireball, but eventually released for the PC by Manifesto Games.

It's an interesting read, if only for the revelations about what does -- and doesn't -- go into a design document. (The idea of going with the name Hidama was a good one, until Nintendo released Odama, anyway.)
