You ever heard the expression "festooned with"
something? I mean that odd word, "festoon."
Well, you see the smog-covered, dusty mermaids
up there, with the European and French flags –
and those long curved tchotchkes that look
like draped netting overstuffed with vegetation
of some kind? Those draped things,
those would be "festoons."
