Just in case Iraq thought it might have time to wiggle out of the next arms-inspection crisis, United Nations Secretary-General Kofi Annan said Monday that the United States may strike Iraq without Security Council clearance. "Washington and London have already indicated that the next time, they will act very quickly and not take time for diplomatic contacts," Annan said. "They believe they can act under cover of existing [UN] resolutions and do not need further resolutions."
