The Arkansas S&L owner who helped make the real-estate deals that landed the Clintons in hot water died of cardiac arrest only months before his expected release from federal prison, where he was serving a three-year sentence for conspiracy and fraud. The death of McDougal, who turned on the president and first lady after his 1996 conviction, could cloud inquisitor Starr's Whitewater inquiry.
