Russia: No Nuke Tests

Russia said it didn't conduct any underground nuclear tests two weeks ago, when seismic activity near a former Soviet nuclear test site raised suspicions in the United States and Norway. The US State Department acknowledged that Russia's explanation of an "ordinary" quake may be true.
